The clip is from season eight’s episode “Spies Reminiscent of Us,” and shows Putin playfully handling weapons, much to the alarm of those around him.
In the scene, Putin brandishes a machine gun, causing characters like Stewie and Brian to react in fear, only to use the gun as a lighter to ignite his cigarette. In another moment, he pulls out a baton, but instead of using it aggressively, he converts it into a coat hanger.
